Revealed Symmetric Comparative Advantage (RSCA) is one of Intensive Margin indicator to analyze the competitiveness of a sector. Similar as RCA, Ricardian comparative advantage is used as the theory behind both RCA/RSCA the higher the value the more competitive it is for a country to export the product. What makes RSCA more preferable is the symmetric characteristic that enable us to easily pinpoint whether a sector is advantageous or not, for commodities that have negative sign it is relatively disadvantageous to exported them compare to commodity that have positive sign . The source of data is Trademap of two digits harmony system of 87 for the last 15 years. based on the processed data above every year automotive industry of Indonesia remain disadvantageous, however the trend shows the industry move toward more advantageous spectrum. in 2001 the RSCA index of Automotive started with -0.83 which also the most disadvantageous stand during the last 15 years. starting from that point the comparative advantage steadily increase until it reach -0.58 in 2008. However a slight turbulance happened between 2009 and 2011 when it reach the point of -0.62 the index immidietly bounce as many as 0.15 point to -0.47 in 2012, which is the most significant increase during the last 15 years. From that point on, the increase of comparative advantage in automotive industry remain stable and ended with -0.35 in 2016. Until 2016 the index still show comparative disadvantage. However, if we shift our focus to the overall trend, we can see that through out the last 15 years the comparative advantage of automotive industry has been improving. In the long run Indonesia automotive industry might even reach the advantageous stage if all actors in automotive industry able to maintain or improve their productivity.

The source of data is Trademap of two digits harmony system of 85 for the last 15 years. in 2001 the RSCA index of Electronic started with 0.53 a relatively safe comparative advantage but for three years after the index keep on declining, only in 2005 electronic sector able to gain a more favorable trend, however the index in 2005 still can not reached as high as the index in 2001 thus the trend did not leveraged—combine with a relatively bigger index fall in 2006 and 2007 bottomed up to 0.43—brought the trend even lower. In 2008 a favorable condition occur when electronic sector successfully leverage its comparative advantage up to 0.05 points. After 2009 the lack of notable upward changes pull the trend of RSCA Index even lower until it reach 0.256 in 2016. the conclusion of above data is Electronic Industry in Indonesia is never disadvantageous but the RSCA Index keep on decreasing throughout the years. whether it is because of the growth of other sector in indonesia is far more massive thus yield higher value or another country able to produce Electronic more efficiently, or it might be a little bit of both. What we should highlight is that there is a room for improvement to create a more comparative Electronic export from Indonesia.

Keunggulan komparatif ekspor suatu negara dapat diukur melalui indeks revealed comparative advantage (Balassa, 1965). Nilai dari Revealed comparative advantage (RCA) berkisar diantara 0 sampai tidak terhingga. Nilai RCA yang semakin menjauhi angka 0 menunjukan komoditas ekspor memiliki keunggulan komparatif. Kelemahan utama dari RCA adalah asymmetric sehingga RCA dimodifikasi menjadi revealed symmetric comparative advantage (RSCA). RSCA memiliki nilai yang berada diantara -1 sampai 1, dimana nilai RSCA yang berada dibawah 0 menunjukan komoditas tidak memiliki keunggulan komparatif dan nilai RSCA berada diatas 0 maka komoditas memiliki keunggulan komparatif. Data yang digunakan untuk mendapatkan nilai RSCA berasal dari Trademap dan periodenya mencakup tahun 2012 sampai tahun 2016.

Revealed Symmetric Comparative Advantage (RSCA) merupakan modifikasi dari Revealed Comparative Advantage atau biasa dikenal dengan indeks balasa. RSCA mengukur apakah ekspor suatu produk dari negara mampu memiliki keunggulan komparatif atau tidak. Sumber data yang digunakan berasal dari Trade Map. Data ekspor teksti yang digunakan adalah yang digunakan turunan HS 6 Digit dari komoditas HS 4 digit produk 5509 yaitu Yarn of synthetic staple fibres (excluding sewing thread and yarn put up for retail sale). Hasil kalkulasi penulis menunjukan bahwa nilai RSCA tertinggi diraih oleh komoditas dengan kode 550951 yaitu yarn containing predominantly, but < 85% polyester staple fibres by weight, mixed principally or solely with artificial staple fibres (excluding sewing thread and yarn put up for retail sale). Bahkan nilai RSCA dari komoditas tersebut menunjukan trend yang meningkat. Komoditas yang mengalami penurunan nilai RSCA adalah komoditas dengan kode 550922 yaitu Yarn containing > 50% to < 85% polyester staple fibres by weight, mixed principally or solely with wool or fine animal hair (excluding sewing thread and yarn put up for retail sale.

Indonesia dan Malaysia menjadi eksportir minyak sawit kode HS 1551 di dunia. Jarak antara ekspor Malaysia dan indonesia sangat jauh jika dibandingkan Belanda, Papua Nugini dan Guatemala sehingga terlihat bahwa minyak sawit Indonesia dan Malaysia sangat diminati oleh pasar dunia. Hal yang perlu diperhatikan adalah nilai ekspor yang volatile. Nilai ekspor dari minyak sawit kode HS 1551 menunjukan tren yang menurun. Total ekspor dari Malaysia di tahun 2012 mencapai 17 Miliar US Dollar dan Indonesia mencapai 15 Miliar US Dollar. Nilai ekspor menurun di tahun 2016. Total ekspor dari Malaysia di tahun 2016 mencapai 14 Miliar US Dollar, sedangkan Indonesia mencapai 9 Miliar US Dollar.

The highlight was in 2008 where the growth has been steady and finally reach 0.70 the highest point in the last 15 years, unfortunately in the year after, the index dropped to 0.61 but this decrease did not hold for long. However after the RSCA reach 0.69 in 2011 the value continue to decline until 2016 it reach 0.58 in 2016. Even though the trendline is not steep meaning the changes through out the year was not significant, the overall change of RSCA throughout the last 15 years has been positive, the RSCA index indicate that the comparative advantage of Rubber export from Indonesia has been increased

6 DINAMIKA INDUSTRI KELAPA SAWIT DALAM PROPER : URGENSI COMMUNITY DEVELOPMENT
Abstrak Keterbukaan informasi dan kesadaran konsumen tentang pengelolaan aspek lingkungan dalam kegiatan produksi terus meningkat. Fenomena tersebut mendorong industri untuk memerhatikan aspek manajemen lingkungan, seperti pengelolaan limbah dan kesejahteraan shareholder dan stakeholder. Salah satu strategi peningkatan branding perusahaan sebagai industri hijau yaitu Program Penilaian Peringkat Kinerja Perusahaan Dalam Pengelolaan Lingkungan Hidup (PROPER). Program tersebut diselenggarakan oleh Kementerian Kehutanan dan Lingkungan Hidup sebagai bentuk public disclosure. Partisipasi PROPER bersifat sukarela, bila perusahaan mendapatkan predikat Emas, Hijau dan Biru maka perusahaan akan dipandang sebagai perusahaan yang ramah lingkungan. Akan tetapi bila mendapat predikat Merah dan Hitam maka akan mendapat disinsentif dari publik. Salah satu peserta PROPER adalah industri sawit. Penelitian ini dilakukan untuk dinamika hasil penilaian PROPER industri kelapa sawit sejak periode 2002-2003 hingga periode 2015-2016. Metode yang digunakan yaitu analisis dokumen PROPER, kebijakan pemerintah, dan wawancara dengan akademisi pemerhati PROPER. Hasil penelitian menunjukkan bahwa sejak tahun 2002-2003 terjadi peningkatan peserta PROPER dari perusahaan kelapa sawit. Begitu pula dengan peringkat yang mampu dicapai, pada periode 2013-2014 merupakan tahun tertinggi penerima PROPER Merah dari kelapa sawit, yaitu 83 perusahaan. Penerima predikat hitam perusahaan kelapa sawit terus menurun setiap tahunnya. Predikat biru sebagai standar ketaatan perusahaan kelapa sawit terus meningkat dan mendominasi predikat PROPER kelapa sawit. Untuk mencapai predikat hijau dan emas, perusahaan kelapa sawit harus melakukan “beyond compliance”. Akan tetapi jumlah predikat hijau termasuk sedikit dibanding penerima predikat lain di industri kelapa sawit. Belum ada perusahaan kelapa sawit yang mampu mencapai predikat emas. Tantangannya yaitu program community development oleh perusahaan kelapa sawit kurang inovatif dan inspiratif dibandingkan dengan perusahaan lainnya. Oleh karena itu, sangat penting bagi perusahaan kelapa sawit untuk memerhatikan aspek community development dalam program tanggung jawab sosial perusahaan.

Nilai dari RSCA berkisar diantara -1 sampai 1 dimana jika nilai lebih tinggi dari 0 atau positif, maka komoditas ekspor tersebut memiliki keunggulan komparatif dan jika nilai kurang dari 0 atau negatif, maka komoditas tidak memiki keunggulan komparatif. Grafik diatas menggambarkan nilai RSCA dari komoditas ekspor alas kaki utama pada 6 digit.

Revealed Symmetric Comparative Advantage (RSCA) merupakan modifikasi dari Revealed Comparative Advantage atau biasa dikenal dengan indeks balasa. RSCA mengukur apakah ekspor suatu produk dari negara mampu memiliki keunggulan komparatif atau tidak. Sumber data yang digunakan berasal dari Trade Map. Data ekspor kopi yang digunakan di adalah data HS 4 digit produk 0901 yaitu coffee, whether or not roasted or decaffeinated. Hasil kalkulasi penulis menunjukan bahwa sejak tahun 2005 sampai tahun 2016, ekspor kopi Indonesia selalu memiliki nilai positif. Akan tetapi, nilai RSCA Indonesia mengalami trend yang cenderung menurun lambat. Di tahun 2008, nilai RSCA kopi Indonesia sebesar 0,68 dan turun menjadi 0,56 di tahun 2016.

What makes RSCA more preferable is the symmetric characteristic that enable us to pinpoint whether a sector is advantageous or not, for those who have negative sign is relatively disadvantageous to be exported compare to the positive ones. The source of data is UN comtrade of two digits harmony system of 44, 47 and 48 for the last five years. Despite having different movement, each sector are relatively advantageous to be exported. However it is noted that Wood and Article of Wood is consistently improved from year to year started with 0.49 in 2012 and reached 0.58 in 2016 (see Figure 1). Pulp of Wood is relatively more fluctuative than the rest, started with 0.54 reached its highest point in 2015 with 0.63 and ended with 0.59 in 2016 (see Figure 2). Paper and Paperboard with similar pattern with that Wood and Article of Wood started with 0.41 experienced significant increase in 2015 reached 0.44 (see Figure 3). Nevertheless, We can conclude that the overall trend of RSCA for each HS is positive.
